Types of Customs Declarations
Customs clearance operations are managed according to regulations and customs laws using six types of customs declarations:
- Customs Declaration (IM4): Used for goods imported into Jordan.
- Customs Declaration (EX3): Used for the re-export of goods that entered Jordan and were rejected.
- Customs Declaration (EX1): Used for the re-export of goods of Jordanian origin or those purchased from the local market.
- Customs Declaration (IM5): Used for the temporary admission of goods, such as those intended for exhibitions or customs-exempt diplomatic vehicles, as well as raw materials for certain factories (e.g., apparel).
- Customs Declaration (IM4-5004): Used to promote investment, as it exempts production lines for investing companies from customs duties.
- Declaration (IM7): Used for the entry of goods that are exempt from customs duties under the "bonded" entry system.
In addition, there is a special declaration in the Aqaba region known as the AZ7 declaration, which is treated like a bonded declaration. It's used for storing goods in the Aqaba Special Economic Zone Authority (ASEZA) warehouses, either for later re-export or for entry into the Amman market via an IM4 declaration.
Shipping and Clearance Processes
Shipping and clearance facilities are provided by specialized companies that operate at all customs ports. These services include:
- Shipment Tracking and Facilitation: Shipments are tracked and procedures are facilitated, whether by sea, air, or land, from the manufacturer to the merchant's warehouse.
- Shipping Ports: The Port of Aqaba is the sole maritime port in Jordan and is used for transporting large containers, industrial equipment, renewable energy projects, and aircraft engines. There is also a dedicated terminal in Aqaba called the Passenger Terminal, which is used to receive trucks arriving from Egypt via ferries operated by the Arab Bridge Maritime Company.
Air Ports
Queen Alia International Airport (QAIA) is the primary air port for cargo, and all types of customs declarations are used there. This port is known for its fast reception and delivery procedures due to the limited storage space.
There is another air port, Marka Military Airport, but it is rarely used and is often restricted to humanitarian aid provided by organizations like the Red Cross and NGOs. Typically, entire aircraft are used to transport this aid, including ambulances, to war-affected areas.
